It affirms a commitment among the countries to address NCDs and increase their ability ‘to respond to this emerging health crisis’, and also highlighted a need for wider action on NCDs as an important part of development, particularly for discussion on their inclusion in the Millennium Development Goal indicators.

In 1986, non-communicable diseases (cancers, CVD and COPD, etc.) accounted for 8% of deaths, compared to 52% deaths due to communicable diseases (diarrhoea, dysentery, TB and respiratory infections, etc.). By 2006, 68% of all deaths were due to NCD, with communicable disease accounting for just 11% of the total. There are currently 11 sites: Argentina, Bangladesh, China, Guatemala, two sites in India, Kenya, Peru, South Africa and Tanzania, Tunisia, and along the US/Mexico border.
